TREAT Overview

The Regional Antiretroviral Therapy (TREAT) program was a six years antiretroviral therapy scale-up program implemented between Sep 2003 and Sep 2010 at the JCRC. TREAT was implemented as an agreement with the United Stated Agency for International Development (USAID), with the generous assistance from the Presidential Emergency Plan for AIDS Relief (PEPFAR), of which JCRC is the largest recipient, to date.

The overall goal of the TREAT project was to expand access to quality ART through strengthening the capacity of Ministry of Health sites to deliver quality ART. The program was implemented in the seven RCEs, which worked closely with the regional referral hospitals in their respective locations. In addition to the RCEs, TREAT provided care and treatment in 52 static sites and 25 outreaches across Uganda.

TREAT Objectives

The overall objectives of the TREAT project were:
  • To build capacity and establish a framework for quality ART program, develop essential infrastructure mainly through renovation and expansion of existing space within the selected facilities.
  • To set up ART centers in partnership with private and public sectors including regional referral hospital, faith based hospitals, and health centers.
  • To establish logistics for efficient and accountable provision of ART
  • To train key providers in the provision of ART and later provision of services
  • To set and improve laboratory monitoring in the provinces
  • To establish a quality assurance program
  • To develop partnerships with key stakeholders in the area of HIV/ AIDS treatment
